Motor Vehicle

Our Treasurer's office, located on the first floor of the courthouse contains the Motor Vehicle department. To reach the Motor Vehicle department by phone, dial (319) 753-8273, or if you prefer you can click here to email them any questions you may have.

This department will assist you in:
  1. Issuing vehicle titles
  2. Licensing vehicles
  3. Collecting taxes on all motor vehicles
  4. Issuing duplicate, salvage, in-lieu & in-transit titles
  5. Registration renewals
  6. Issuing special plates
  7. Issuing junking certificates for vehicles that are dismantled or no longer operable
  8. Recording and releasing security interests
  9. Processing refund claim forms

Registration Renewals:

Please Note: You are eligible to renew online IF you have received a renewal notice through the US Postal Service that contains a PIN number for online renewals AND your registration fees are not past due.

Special Plates


View the special license plates that the state offers & print off required forms to be completed: http://www.dot.state.ia.us/mvd/ovs/plates/ When viewing these plates if you click on the plate you are interested in, it will take you to an additional page where it lists the following information: 1) Eligible Vehicles 2) Requirements 3) Plate Fees 4) Restrictions 5) How to Apply (link to the form)

Most numbered plates are available at the county treasurer's office. Ordering requirements vary for personalized plates and some of the special plates. Please read the instructions carefully on the application for the special plate you are ordering.

The specialty plates will be sent to the treasurer's office and they will notify you when they are available to be picked up. Plates must be assigned to a vehicle within 90 days or the plates will be voided and no refund issued. Your current plates must be exchanged for your new plates.

Iowa Department of Transportation


The Iowa Department of Transportation is a great source of information. Included on their website is Motor Vehicle information, Road/Traveler info, Safety, Maps, and many more items. Here is the link to their website: http://www.dot.state.ia.us/

Important Motor Vehicle Information:

Iowa law requires you to register your motor vehicle with the county treasurer's office within 30 days from the date you establish residency.

When buying a motor vehicle you have 30 days to transfer the vehicle without paying penalties.

When selling a motor vehicle you need to keep your plates and registration. These may be turned in for a refund if the fee credit is $10.00 or more. The buyer can drive the vehicle for 30 days without plates if he has the title, and if the vehicle is currently registered.

SR22 Insurance


You are required to show your lift notice and your proof of SR22 insurance coverage to the county treasurer when registering or renewing your motor vehicle(s) in Iowa if you are required to carry SR22 insurance.

Issuance and Renewal of Driver's Licenses


The Des Moines County Treasurer's Motor Vehicle department does NOT do issuance of driver's licenses. The Issuance and Renewal of Driver's Licenses is handled by the Iowa Department of Transportation, Motor Vehicle Division, Office of Driver Services.
